THE Government is seeking authority from Parliament to borrow $35m (about sh69b) to finance the construction of 14 technical institutes in the country.

State minister for investment, Aston Kajara, presented the loan request to Parliament last week.

He said about $12m is to be borrowed from the Saudi Fund for Development, while $23m will come from the Organisation for Petroleum Exporting Countries Fund for International Development.

The institutions will be constructed in Kiboga, Kyenjojo, Adjumani, Lyantonde, Namutumba, Hoima, Bukedea, Amuria, Pader, Kamuli, Nakasongola, Yumbe, Masaka and Mukono districts.
The institutes will be put up under the Technical, Vocational Education and Training Programme in the Ministry of Education and Sports.

The Speaker, Edward Sekandi, directed the relevant committee to scrutinise the request and make a report. Meanwhile, Parliament on Thursday passed the Physical Planning Bill, 2008 with a few amendments.

The Bill provides for the establishment of a national planning board, district and urban physical planning committees, which will be charged with the responsibility of planning.

The Bill is also intended to consolidate laws on physical planning into one law.
If passed, the Bill will repeal the town and country planning Act.
