THE Ministry of Defence is seeking an additional sh71.39b, of which sh25.6b is for the joint operation against the LRA rebels.

“We found it necessary to request for additional funding from the Treasury for five urgent activities,” minister Crispus Kiyonga told the defence and internal affairs committee yesterday.

He said sh25b was classified expenditure, while sh9.5b was for wages. The ministry also requires sh6b to clear domestic arrears and sh5.25b for food, he said.

The approved budget for the ministry was sh487b this financial year.
Kiyonga told the committee chaired by Mathias Kasamba (NRM) that the UPDF was working with the national armies of Congo and South Sudan to pursue the LRA in the Central African Republic (CAR).

The committee separately met defence and internal affairs teams to scrutinise the requests for additional funds for the two ministries, which it oversees.

Kiyonga said part of the money for supplementary expenditure had already been spent in consultation with the Treasury.

He said they made provisions to ensure Ugandans soldiers in Congo and the CAR were supplied with food, medicine and ammunition, and that their wages were paid.

Meanwhile, the committee learnt that the Police is seeking an additional sh21b, of which sh12b was classified expenditure, while the Prisons Service requires sh7.2b, of which sh5.2b is for food and sh1.5b for firewood.

The MPs questioned internal affairs minister Matia Kasaija on the additional sh5.2b the ministry wants for consultancy services for the private-public partnership. They asked the officials to appear today to justify the additional funds.
