THE Inspector General of Government (IGG) has ordered Jinja Municipal Council authorities to halt construction of structures on the road reserve in Walukuba division.

In a report of March 25, Raphael Baku noted that the decision by the authorities to grant permission to a Jinja-based businessman, Tonny Mawerere, to set up a metal fabrication workshop on Commercial Street, was in contravention of the town and country planning Act.

“The town clerk should stop Mawerere from any further construction on the Commercial Street and order him to remove all construction materials he had placed on the land. You should also warn the town clerk and municipal engineer against allocating road reserves to developers,” the report read.

The IGG commenced investigations following complaints from the public over the construction of illegal structures. According to the report, Mawerere was granted permission to use an open space between Jinja Vocational Institute and Jinja Clay Investments located in Walukuba division in Jinja town.

David Bashakara was the town clerk of Jinja then and was replaced by Francis Barabanawe.

The report said engineers tried to stop Mawerere from fencing off the land but Mawerere applied for a fresh permission, which was granted by the town clerk on April 29, 2009.

The report said investigations showed that Commercial Street was a road on the municipal map connecting the institute to Parekhe Road and the main road.

“The fencing blocked off the street making it inaccessible to the main road. It was confirmed the institute had commenced an expansion project and the road would be required for heavy trucks to ferry materials,” Baku said.
