EDITOR—On July 19, it was reported that the Queen Mother of Toro had been instructed to pay sh273m to the Uganda Revenue Authority. Best Kemigisa sold 9,921 acres of “Toro Kingdom’s land” to the Government at sh4.5b but did not pay 6% withholding tax as required by law. Was this an error in reporting?

Kemigisa sold the land in her capacity as the registered administrator of the estate of her late husband Omukama Patrick Kaboyo. There are certain issues that require clarification to the Batooro.

If the land belonged to the kingdom, how could Kemigisa sell it? Do Toro assets belong to the kings as individuals? Is there no difference between Kaboyo the person and Kaboyo the king? Where is this land which Kemigisa sold off?

These are pertinent queries. Since the days of the disgraced and dubious premier, John Katuramu, Toro affairs don’t seem to have been conducted transparently. This might be a recipe for unrest!
