NRM lists winners, institutes tribunals to handle petitions

THE National Resistance Movement (NRM) party yesterday released the list of winners in the just-concluded party primaries.
A copy of the list obtained by New Vision show several NRM bigwigs as having lost in the primaries, which were marred by violence, allegations of vote rigging, ballot stuffing, altering of results and intimidation.
The list now seems to seal the fate of labour state minister Emmanuel Otaala and that of state minister for water Jennifer Namuyangu, who have on several occasions insisted to be declared winners.
Otaala’s rival, Jacob Marksons Oboth is listed as the NRM flag-bearer in West Budama South.
The two ministers join the list of 14 others who lost in the primaries. They include Dorothy Hyuha, Isaac Musumba, Asuman Kiyingi, Prof. Ephraim Kamuntu, Urban Tibamanya, Richard Nduhuura and James Baba.
It upholds the disputed results of trade minister Kahinda Otafiire and state minister for works Simon Ejua as winners. Their opponents had petitioned the party’s electoral commission, complaining of rigging.
The list also indicates that Theodore Ssekikubo is the winner of the disputed results of the NRM primaries for Lwemiyaga parliamentary seat.
The electoral commissioner, Israel Kayonde, said yesterday the party has set up tribunals at district and sub-county levels to handle petitions arising from the party primaries.
Among the complaints being looked is that of investments minister Prof. Ephraim Kamutu, where a team of investigators is currently in Sheema South constituency.
The tribunal will be composed of five members and shall not include the NRM district chairperson, general secretary or any elected member.
It will handle complaints related to election for the district councillor, municipal mayors, sub-county LC3 chairpersons and sub-county councillors.
The sub-county tribunal shall handle complaints for LC1 chairperson. MPs and district chairpersons shall be handled at the party headquarters.
The tribunals are expected to dispose of the over 600 petitions by October 18.
