By Geresom Musamali The Uganda People’s Congress (UPC) is planning to hold a memorial service for Jimmy Higenyi, the journalism student who was shot dead in January last year. UPC Presidential Policy Commission chairman Dr. James Rwanyarare told The New Vision yesterday that a decision is yet to be taken on the venue for the function. Rwanyarare said the actual anniversary falls on Sunday but due to other religious functions held on that day, the party had to be on another day. Higenyi, a student of the Uganda Media Consultants and Trainers (UMCAT), was 12 January 2002 shot dead while on an assignment to cover the police blockade of the Constitutional Square where UPC wanted to address a public rally.
