ETHICS minister Miria Matembe has said western countries are encouraging corruption in Africa by accepting to keep the loot of the people they call corrupt, reports Anne Mugisa.
Matembe was closing a three-day course on fraud and corruption-fighting conducted by KPMG, a South African accountancy firm, at the Sheraton Kampala Hotel.
KPMG also deals with forensics and fighting white-collar fraud including money laundering.
“Our money ends in their banks and they are not willing to return it. If they are not corrupt themselves, why do they want to share the loot from Africa?” Matembe asked.
She said Uganda has tried to fight corruption and has taken several steps to stem it though there were some obstacles including resources.
Matembe said there was political will in the country to fight corruption, but the major obstacle is the lack of individual will to end it.
She said the people who are shouting against corruption themselves lacked the will to deal with it when it involved their relatives or friends.
She said corruption was rife at the local government level.
She said in Uganda, 70% of public funds are spent on procurement of goods, services and works.
She said 65% of the funds lost through corruption were channelled through the procurement process and that 90 percent of the complaints received by the anti-corruption agencies were procurement-related. Ends
