UGANDA's diplomatic missions abroad are centres of frustration, the newly appointed ambassadors and heads of diplomatic missions were told yesterday, reports Richard Mutumba.
The 16 envoys were appearing before the parliamentary committee on Presidential and Foreign Affairs, chaired by James Nsaba Buturo (Bufumbira East). MPs on Tuesday queried the appointment of some envoys without the approval of Parliament.
Aggrey Awori (Samia Bugwe North) and Cecilia Ogwal (Lira Municipality) said the deployment contravened the Constitution, which requires Parliament to vet such appointments.
Committee member Prof. Tarsis Kabwegyere (Igara West) told the envoys that the condition in the country’s diplomatic missions is frustrating.
“You are too important to make mistakes. If you don’t know Uganda's interests, please don’t go there,” Kabwegyere said.
The diplomats were led by the acting permanent secretary and ambassador designated to Rome, John Bakayana Kityo. Other envoys included Wasswa Biriggwa (Addis Ababa); Cissy Taliwaku (Ottawa); Deo Rwabita (Brussels); Charles Walimbwa (New Delhi); C. Olyanga Aparr (Berlin) and Kweronda Ruhemba (Geneva).
Others were Rhoda Kaisho Sinani (Paris); Elizabeth Napeyok (Moscow); Mull Katende (Khartoum); Idule Amoko (Dep. Addis Ababa); Harold Acemah (Dep. Brussels); James Okullo (Dep. Berlin); Jacob Okello Agwaa (Dep. Kinshasa), Agnes Kalibbala (Dep. Nairobi) and Charles Wagaba (Dep. New York).
The envoys complained about the Government policy of not facilitating families of diplomats deployed abroad.
