THE Education Ministry is to amend the Uganda National Examination Board (UNEB) statute to provide for stiffer penalties for schools that do not comply with examination regulations.
The punitive measures include cancelling centre numbers for schools whose heads swindle examination fees, engage in malpractices or withhold data forms for candidates.
This amendment is long over due. Yearly, results of hundreds of candidates are cancelled due to examination malpractices. Thousands of candidates, particularly in private schools, miss examinations because the headteachers have pocketed the fees. Last year alone, 738 schools did not return Forms A and A5. The forms contain vital data regarding school choices, preferred subject combinations and all the other information necessary for admission into ‘A’ level or other post ‘O’ level institutions. Once not submitted the students remain floating as they cannot be posted to any school.
With a legal instrument, the ministry will be able to deal with the situation. The ministry should therefore, amend the act expeditiously to address these ills. Ends
