THE Uganda National Examinations Board (UNEB) Statute is to be amended to provide for more punitive measures against schools whose headteachers swindle examination fees or withhold candidates’ data forms, reports John Eremu.
Education ministry permanent secretary Francis Lubanga told headteachers at the closure of the senior five selection exercise on Wednesday that as many as 738 schools did not return Forms A and A5 last year.
“We require the errant headteachers in government-aided schools to show why they should not be disciplined. Headteachers of defaulting private schools should also show why the status of their schools as registered should not be reviewed,” Lubanga said.
Forms A and A5 contain vital data regarding candidates’ school choices, preferred subject combinations and information necessary for admission into advanced level education or other post-ordinary level institutions.
Lubanga said they were working with UNEB to introduce in its statutes non-remittance of Forms A and A5 as one of the grounds for cancellation of an examination centre.
“We intend to propose the following as grounds for withdrawal or suspension of a centre number: commission of examination malpractices, failure to submit forms A and A5 and failure of a school to remit to UNEB examination fees collected from candidates,” he said. He cited other grounds as failure of a school to provide accurate annual statistical data. Ends
