THE Lord’s Resistance Army (LRA) second-in-command, Brig. Vincent Otti, has withdrawn his troops from Koyo Lalogi in Lapul sub-county, Pader district.
Otti reportedly left the safe zone a few days ago and relocated to Palabek sub-county about 30 kilometres west of Kitgum town, making it difficult for the religious and cultural peace emissaries to keep in touch with some of his commanders.
Intelligence sources told The New Vision on Monday that the relocation follows LRA commander Joseph Kony’s instructions to Otti to move his troops away from Lapul, where President Yoweri Museveni had declared a limited ceasefire for the rebels to enable talks with the peace team to take place.
The sources further said Kony gave the directive for fear that the peace team would influence some of his commanders to either give up rebellion or avail information about the LRA.Ends
