STATE minister for gender and cultural affairs Sam Bitangaro has said public servants have an obligation to implement President Yoweri Museveni’s 2001 election manifesto.

Bitangaro was speaking at the launching of re-orientation training of community development workers at Nsamizi Social Training Institute in Mpigi recently.

He said those who did not wish to implement the manifesto had no business in the public service.

“The Government is taking bold efforts to ensure active community participation in development programmes in accordance with President Museveni’s 2001 election manifesto. It is the duty of every public servant to implement the manifesto,” Bitangaro said.

He said in order for social workers to be effective, they must first bring themselves down to the level of the people they are to serve.
