Public Service ministry paying us air as salary arrears

SIR— I am greatly disappointed by the Ministry of Public Service for having paid us air as accumulated salary arrears.

In The New Vision of February 3 and 5 and in March, the permanent secretary
to the Treasury revealed that the Ministry of Finance, Planning and Economic Development had released close to sh4.2b to pay traditional civil servants their arrears. But surprisingly, to date this has remained on paper for reasons best known to the concerned accounting officers.
Can some one responsible out there explain to us what is happening?

SIR— It is sad that UNEB accounting officers have failed to pay us our invigilation allowance for O- and A-level exams conducted particularly in Masindi Town Council schools.
Exams were completed in December last year and results were released long ago; but it is sad that to date, we have never received our allowances.
Why treat teachers maliciously? Even where they get a chance of getting allowances outside classroom duties, you underpay them and delay their payment for a period of close to a year or so?
Can someone out there explain the cause of this unnecessary delay? Otherwise, we are
running out of patience and some of us may never participate again in invigilating UNEB exams.
