‘Put army under Internal Affairs’

THE army should be placed under the Ministry of Internal Affairs like the Police and Prisons, the Congress Service Volunteers, a section of Uganda People’s Congress (UPC) proposed to the Constitutional Review Commission on Friday.

THE army should be placed under the Ministry of Internal Affairs like the Police and Prisons, the Congress Service Volunteers, a section of Uganda People’s Congress (UPC) proposed to the Constitutional Review Commission on Friday.

They said this is the only way the army would remain non-partisan.

“Since the army (under the Ministry of Defence) is recruited in the same way as the Police and Prisons, army representation in Parliament should be scrapped and the army be represented on the Public Service Commission to oversee their interests,” the faction chairman, Saddam Bisase said.

Bisase read the group’s l6-page proposal.

He said he would negotiate with the Government not only to return ex-President Milton Obote but also accord him status of national hero.

“UPC led Uganda to independence through Uganda National Congress of Ignatius Musaazi.

“Obote championed our independence and it is because of him that we celebrate. In the spirit of reconciliation, Obote should be recognised as a hero,” he said.
