Congo Report Released

The Government has directed further investigations against, Army Commander, Maj. Gen. James Kazini, Chief of Military Intelligence, Lt. Col. Noble Mayombo, Maj. Gen. Salim Saleh and his wife Jovial over the Congo saga.

Anne Mugisa reports that the Government yesterday officially released the Justice Porter probe report into allegations of Uganda’s illegal exploitation of DRC natural resources.

The report cleared President Yoweri Museveni, Maj. Muhoozi Kainerugaba and Regional Cooperation Minister Col. Kahinda Otafiire of involvement in exploitation of DRC natural resources.

It also cleared foreign minister James Wapakhabulo and Lt. Col. Mayombo of allegations by a Nairobi witness that they were paid US$380,000.

The report also exonerated Uganda and the UPDF of any wrongdoing in the DRC.
It said, however, that individual soldiers could have been involved in wrongdoing against the directive of the President.

It said Uganda and the UPDF did not cause the Hema/ Lendu conflict. The report said the clashes between the two ethnic groups were over land.

The report recommended investigations against individuals. The report which has been sent to the UN Secretary General also recommended that the UN lifts its threat to ban some UPDF officers from international travel pending conclusion of the investigations.

It said Kazini, Lt. Col. Katafiire, Captains Richard Badogo, Lt. David Komurubuga and the late Maj. Lutaaya Sonko committed perjury when they denied knowledge of soldiers doing business.

It said Saleh disobeyed the President’s directive forbidding the army to trade in the DRC.
He allegedly circumvented the directive by purporting to change shareholding of his Air Alexander company, which he registered in the name of his son, a minor.

It said Kazini, Mayombo, Lt. Col. Mugyenyi, Maj. Sonko, Maj. Kagezi and Lt. David Okumu should be investigated over allegations of minerals mining in the Congo, while, Lt. Col. Mugyenyi, Lt. Col. Nyakaitana, Col. Burundi should be investigated their leading, following allegations of soldiers smuggling.
