Parliament Wants By-Law On Heavy Traffic In City Centre

THE parliamentary probe committee into the management of Kampala City Council (KCC), has recommended that a bye-law restricting use of the city centre by heavy commercial vehicles at certain hours of the day be introduced, reports <b>Joyce Namutebi.</b>

THE parliamentary probe committee into the management of Kampala City Council (KCC), has recommended that a bye-law restricting use of the city centre by heavy commercial vehicles at certain hours of the day be introduced, reports Joyce Namutebi.
The committee on public service and local government said such a bye-law would help ease traffic flow in the city.
The recommendation is contained in a 57-page report submitted to the House last week.
The committee, chaired by Beatrice Byenkya, also called for introduction of qualified traffic wardens on the city roads. They said these wardens would to some extent alleviate the problem of errant drivers.
The committee was mandated to probe the affairs of KCC after Parliament passed a motion moved by Dr. James. Nsaba Buturo (Bufumbira East). Buturo’s motion was seeking to streamline the affairs of KCC.
The committee wants a metropolitan planning authority to plan for the city.Ends
