Rugunda Visits Rwakasisi

DR. RUHAKANA Rugunda, the new Minister of Internal Affairs, yesterday held 15-minute closed meeting in Luzira Prison with Chris Rwakasisi the former Obote II government minister.

DR. RUHAKANA Rugunda, the new Minister of Internal Affairs, yesterday held 15-minute closed meeting in Luzira Prison with Chris Rwakasisi the former Obote II government minister.
Rugunda met Rwakasisi at the Upper Prison where he had gone on a familiarisation tour of prison facilities.
The minister of state for Internal Affairs, Dr. Kezimbira Miyingo, accompanied him.
Dressed in a light yellow prison uniform, Rwakasisi was led to the office of the in-charge Luzira Upper Prison, where he met Rugunda from 1:05pm to 1:20 pm.
Rwakasisi, on death row, was the minister in-charge of security in the President’s office during the Obote II government.
Earlier, Joseph Etima, the Commissioner General of Prisons, conducted Rugunda around the prison, including the Condemned Section.
Etima told Rugunda that the population of inmates at the 76-year old penal institution had hit the highest number ever.
He said Luzira Upper Prison, built in 1927 for 660 inmates accommodates 2,368 prisoners. Of these, 400 are on death row and are crammed into a place built for 200 inmates.
The Women’s Wing of the prison built for 78 inmates has 220.
Sixteen of them are on death row.
Twenty children below two years old are also being kept at the women’s wing with their mothers. Ends
