Integrity of Sibo of HRC has never been in question

SIR— The Uganda Human Rights Commission wishes to respond to the letters “When did Sibo enter Makerere University?” on May 22 and “Does the Human Rights Commission have a PRO?” <br>on June 5.

on June 5.
(1) Mr Adrian Sibo went to Makerere University College as a student, straight from St Mary’s College Kisubi in February 1951 on admission for a four-year BA (General) degree offered by the University of London.
(2) Mr Sibo did not get the BA (General, London) at Makerere, and his documents do not reflect or state so. Nevertheless, he was later admitted at London University for a postgraduate course for one year, 1957-1958. Subsequently, he was further admitted for another postgraduate course for another year, 1961-62, at St John’s College, Oxford. These courses were selected and paid for by the Government of Uganda.
(3) Sibo’s qualifications were thoroughly examined in 1996 upon his first appointment as member of the commission by the Parliamentary Appointments Committee, chaired by the then Speaker of Parliament, Mr James Wapakhabulo, before approving his appointment as a member of the commission.
(4) The commission certainly has a public relations officer. His failure to respond to the first article is based on the fact that your own reporter had interviewed Sibo over his qualifications arising from that very first letter of May 22.
(5) Sibo’s integrity has never been in question at any time.
