MUKONO district vice-chairman Jumba Masagazi has said the district executive will not interdict the chief administrative officer (CAO) as directed by the Inspector General of Government (IGG), reports Nelson Wesonga.

He was on Tuesday speaking at Mukono Community Centre. “Why should the district council fire the CAO who, as a returning officer, was working for the Electoral Commission? Who will pay the costs if he sued (the district)?” Masagazi asked.

The IGG has recommended that Sam Kisense, the CAO, be interdicted by the district executive over allegations of embezzling Electoral Commission funds when he was the returning officer.

Meanwhile, the Uganda Local Authorities Association (ULAA) has objected to the suspension of grants to Mukono over its failure to interdict the CAO.

The secretary general, Raphael Magezi, said on Tuesday that there is need to protect the local government grants as a constitutional right of the people to public services rather than using them as an administrative incentive. “Even before the Director of Public Prosecutions has studied the matter, the district is being asked by the IGG to dismiss the CAO,” Magezi said.
