Kazini could have done otherwise!

SIR— As the Army commander, Maj-Gen. James Kazini must have appreciated what modernisation of the army was and is all about.

He had the privilege of addressing all levels of army decision-makers. If he saw those problems like the so-called intrigue, why didn’t he prepare a comprehensive paper to be discussed at such levels over the problems instead of going to the media?

Obviously what he said is serious to any sensitive person. If a General can say that, what should lower rank officers do? At least Dr Kiiza Besigye wrote a paper. Why doesn’t Kazini do the same, highlighting what he considers unbecoming in the army so that the leadership can give it consideration?

It’s not too late. Complaining in the media makes people think it is sour grapes making him do so. Obviously he did a good job to the country. He can still do better by addressing the right forum.

About procedures, as long as they are there, they have to be followed. I am sure he was also in position to suggest changes to such procedures.
