THE noose seems to be tight for tax evaders in Kasese district with the introduction of the personalised graduated tax tickets, reports John Thawite.

The new tax system was launched by the district chairman, Yokasi Bihande, at a three-day district council session at Rukoki district headquarters.

Bihande paid his 2003/04 graduated tax of sh100,000 to the sub-county chief, Charles Muhindo.

The system involves computerising details on all taxpayers with a passport photo and signature of the sub-county chief.

Bihande said all the personalised tax tickets had arrived in the district.

He said the council intends to tax sh2,000 on each permanent residential and commercial building in the district and the funds will go towards the development of the district.

Presenting the budget, the health and children affairs minister, Zephanus Mubingwa, said regardless of their graduated tax grades, teachers will contribute sh2,000 each for development of the district.

District and parish councillors will pay sh50,000 and sh20,000 respectively while sub-counties and urban councils are to pay sh500,000 and sh1m respectively.

Mubingwa said the council expected to raise sh156m from the new scheme. The district plans to sell their non-performing assets including Bwenda Hotel in Queen Elizabeth National Park.
