‘No Term Limit Breeds Dictators’

FORMER Tanzanian Vice-President, Justice Joseph S. Warioba, has advised Ugandans against embracing the ‘third term project’, saying lack of term limits breeds dictators.

Warioba was on Thursday delivering a keynote address at the ongoing East African conference on political succession at the International Conference Centre.

Currently a judge of the East African Court of Justice, Warioba said the system of a fixed term for the presidency should be consolidated.

“A fixed term will facilitate a smooth succession,” he said. “It’s a system which will remove us from the ‘traditional chief mindset’ and also prevent ushering in dictators,” he added.

Warioba said although the number of years per term may vary in each country, a five-year-term was most suitable.

“It is long enough to give a good leader time to make important achievements,” he said.
