PRIME Minister Apollo Nsibambi has said he is disappointed by the performance of President Yoweri Museveni’s speech writer.

Nsibambi told the parliamentary committee on presidential and foreign affairs recently that he rather that the speech-writer should be retired.

“I must say the President’s speech writer is bad. I wanted to recommend to the President that he is retired in public interest,” Nsibambi said.

He did not name the speech writer. On many occassions, Museveni has abandoned his speech to make off-the-off remarks.

Nsibambi expressed his disappointment after the chairperson of the committee, Salaamu Musumba (Bugabula South) queried why the State of the Nation address by the President did not indicate the Bills the Government expected to bring before Parliament.

The Constitution demands that the President makes a State of the Nation address before Parliament commences a session.

Musumba asked parliamentary affairs minister Hope Mwesigye, to explain the anomalies discovered.
