MEMBERS of Parliament on the presidential and foreign affairs committee have questioned the qualifications of some resident district commissioners (RDCs), reports Milton Olipot.
Without mentioning names, the MPs said many RDCs are unfit to represent the President.
The Constitution says RDCs should have the qualification of senior civil servants, which the MPs said most of them lacked.

The committee, chaired by Salaamu Musumba (Bugabula South), threatened not to pass the President’s Office budget if State House does not make a commitment on qualification of RDCs, whom they said were being picked without considering the required qualification.

The MPs were yesterday meeting the Minister in charge of the Presidency Kirunda Kivejinja, and Ministers of State Nsaba Buturo for Information, Adolf Mwesige in the Vice President’s office and Tim Lwanga for Ethics and Integrity.

The legislators said the large number of RDCs and Presidential Advisors must be reduced to the numbers provided for by the Constitution.

They said the number of MPs and ministers should also be reduced.

The Office of the President has a budget estimate of sh34.6b as recurrent expenditure and over sh2.9b development expenditure. Of this sh23.7b current and sh17.9b development expenditure is for the State House.

Mwesige asked for increased funding, saying State House had received a more money.
