The Department of Community Education and Extra – Mural studies (CEEM) of Makerere University will begin offering degree courses in Project Planning and Management at regional campuses next financial year. Dan nSalasatta caught up with Steven Kaliba, head of CEEM, to find out the way forward.

QUESTION: The starting of the programme at Makerere University rural campuses through IACE is a new development. How did it come about?
This was a resolution passed by the Senate to demistify the ivory tower alleged rigidity that no one can obtain a degree if he has not attended from the campus. The main objective is to see that a student can acquire university qualification without necessarily attending the course directly from the Makerere campus.

The mandate of CEEMS at the IACE is to act as the University’s extension arm responsible for linking the university with the community. We do this by running community education through seminars, workshops, public lectures, debates and study circle programmes and extra mural studies programmes.

Is the initiative geared towards reducing the number of students’ congestion at Makerere Campus?
Oh no!! Makerere University has become more conscious of the need to produce graduates with the skills and knowledge required in the employment world. This project innovation is to link up the university with the decentralised districts service delivery and positively impact on the poverty alleviation programmes.

Aren’t you over ambitious. Do you have the money and the capacity to kick-start?
It sounds a bit ambitious but I can rightly say that the availability of the funding will make this dream come true. Arrangements are under way to solicit funding from the development partners and we are optimistic that they will respond to this noble cause.

We have developed plans to expand and build enough lecture rooms at these mini university centres. The campus has got many qualified people willing to work at these centres. Already a certificate course in Public Administration and Management is going on and the lectures from the main campus are facilitating this course.

This academic year, the department will conduct a two-year credit diploma and one-year certificate course in project planning and management.
