THE Government has relaxed admission requirements for girls into tertiary institutions.

Starting this academic year, girls will benefit from 1.5 extra points to join any tertiary institution as a means to boost girls’ education. Previously, the extra points were only for girls joining public universities.

State minister for higher education Beatrice Wabudeya announced the new measure yesterday at Makerere University where she launched the 14th Joint Admissions Board (JAB) selection exercise.

“As part of the affirmative action, 1.5 points should be extended to girls in tertiary institutions starting this academic year. As you start your selection process, consider it,” Wabudeya said.

She said the Government was recruiting 1,200 secondary school teachers to handle the graduates of the Universal Primary Education (UPE) programme launched in 1997.

The first batch of UPE pupils is expected to join secondary schools next year.

Heads of tertiary institutions said the abolition of cost-sharing in their institutions had reduced their financial base, given the number of private students they admit.

They cited Teacher Training Colleges (TTCs) where they admit 80% government and only 20% private students yet they need more funds to run the institutions. They said grants from the Government take long to be delivered.

Prof. Lutalo Bbosa, the chairman of the Joint Admissions Board (JAB), said other institutions were complaining that Makerere University Business School (MUBS) based at Nakawa was recruiting more students, leaving other tertiary institutions with no students to admit.

“Cost sharing used to make it easy to run the institutions but now it is very difficult. There is hardly any money left to run the institutions,” Bbosa said.

The selection exercise, which started yesterday, will run for five days.
