Our client, Save the Children (SC) is a consolidation of Save the Children Norway, Denmark, & UK based in Uganda. The implementation of a consolidated programme in Uganda will take effect from Jan 1st 2004. SC is looking to fill the following vacant positions. Save the Children is politically and religiously neutral and non-sectarian . Save the Children emphasises; Promotion of Child Rights and Child Advocacy, Children affected by conflict and disasters, Basic education, HIV/AIDS & Social Protection among the six global objectives.
Applications are invited from suitably qualified and experienced Ugandan candidates to fill the following positions:

Director Programme Support Services
The Director Programme Support Services who is part of the SC Country Senior Management Team will report to the Resident Representative and coordinate all SC support services to facilitate the effective implementation of SC programmes.

Duties and Responsibilities:
-Spearhead the establishment of SC operating systems, procedures and guidelines to ensure the effective and transparent implementation of SC activities.
-Coordinate the production of consolidated plans and budgets and ensure the delivery of adequate support services to SC programmes
-Produce regular reports for submission to the RR and monitor compliance with the SC systems of internal controls at all times.
-Visit projects, discuss and share experiences with programme staff and partners to obtain direct feed back on the effectiveness of SC support services.
-Ensure the promotion and protection of staff welfare at all levels in the SC country programme.
-Be a member of SC Country senior management team and contribute to the development and growth of the thematic sectors in related fields at the head office.

Person Specifications:
Qualifications: Relevant degree in Administration or Business Studies preferably at Masters level.
Experience: A minimum of 7 years relevant working experience preferably with an NGO with 5 years in senior management position. Good facilitation and interpersonal communication skills. Experience in use of participatory methodologies, working with computer software and willing to perform any other duty as may be assigned by the RR.
Age: 35 - 45 years

Human Resource and Organisational Development Manager
The Human Resource and Organisational development Manager will report to the Director Program Support Services and lead to organisational changes by promoting organisational mission, cultures and values, SC policies, procedures and standards. Providing appropriate administrative support to program activities.
Duties and Responsibilities:
-Develop and coordinate the implementation of Human Resource Management and Organisational Development policies in line with strategy, HR manual and SC policies.
-Develop, review and implement a system for the provision of goods and services to meet the admin support needs of SC according to the standards of SC and the stipulations of the relevant donors.
-Establish and maintain a comprehensive and accessible computerized HR information system for improved management decision making
-Plan, develop and implement performance management systems.
-Evaluate and monitor SC training function and audit management practices, organisational culture and core values
-Prepare and review the budget for the annual HR and administrative support activities.
-Promote staff motivation and welfare.
Person Specifications:
Qualifications: Bachelors degree in Social Sciences with post graduate qualifications in Human Resource Management. A Masters' degree in a related field would be an added advantage.
Experience: A minimum of 5 years experience at a similar level preferably in an NGO. Strategic
planning and People management skills. Experience in budgetary and financial management.
Age: 30 -40 years
Programme Officer- Basic Education
The Programme Officer- Basic Education will report to the Programme Co-ordinator- Basic Education (PC-BE) and provide assistance to SCNU partners in the area of basic education and be involved in the general planning, implementation, monitoring and evaluation of the Alternative Basic Education for Karamoja (ABEK) programme.

Duties and Responsibilities:
-Together with the district, develop plans and budgets in consultation with the PC-BE and other SCNU staff.
-Give professional support on basic education issues to ABEK implementing partners.
-Participate in the development of ABEK curriculum and instructional materials
-Provide the required training and support to ABEK facilitators on the implementation of the curriculum.
-Co-ordinate the documentation of progress of ABEK activities on a regular basis.
-Act as a link between SCN-U and the implementing district partners
-Perform any other duties as may be assigned from time to time by the Programme Co-ordinator.
Person Specifications:
Qualifications: A Minimum of a Bachelors degree preferably in education
Experience: A minimum of 3 years relevant working experience preferably with an NGO working with and for children in the area of education. Good computer and writing skills. Working knowledge of at least two of the language; Pokot, Kupsabiny, Ngakarimojong and Ateso. Good facilitation and interpersonal communication skills. Experience in working with insecure areas preferably Karamoja is an added advantage.
