THE Inspector General of Government, Jotham Tumwesigye, has recommended that Kampala City Council (KCC) tender board secretary, Ms. J.N. Kasule, be sacked for incompetence, reports John Eremu.

The Ombudsman described Kasule as ignorant of tender regulations, resulting into the mismanagement of the street parking tender award, eventually won by Multiplex Limited.

The IGG instituted investigations following an appeal by one of the bidders, Green Boat Entertainment Limited (GBEL) that the tender process was unfair.

In a letter to KCC Town Clerk, Gordon Mwesigye, Tumwesigye said Kasule demonstrated incompetence in financial regulations and allowed the tender process to be hijacked by the revenue and other user departments.

“The acting secretary Kampala District Tender Board, Ms. J.N. Kasule, should be relieved of her duties as the secretary to that board due to incompetence,” Tumwesigye wrote.

In the same letter, the IGG also recommended that the principal accountant in charge of revenue, Bazil Bataringaya, be cautioned to always take instructions given by his employer seriously and diligently. He said Bataringaya failed to execute all the work assigned to him, especially working out the details for the reserve price.

The August 26, 2003 letter was copied to, among others, local government minister Tarsis Kabwgyere, ethics minister Tim Lwanga the Principal Private Secretary to the President.
