THE Uganda Human Rights Commission (UHRC) tribunal has given Luweero district administration a week to defend itself against allegations of mistreatment of a tax defaulter.
It is alleged that a policeman and two parish chiefs in 1997 tied the defaulter, D. Ssenyonga, with a rope around his neck and dragged him with a bicycle for 30 minutes.
Ssenyonga, who seeks damages for the violation of his rights, claims that his back developed a complication after the mistreatment.
The case was meant for hearing on Monday, but district lawyer Akland Turyakira said they were looking for funds to transport the two defence witnesses to the tribunal.
Commissioner Adrian Sibo (above) warned the district authorities against undermining the tribunal.
