THE paymaster of the Mobile Police Patrol Unit (MPPU) and two pay officers were yesterday charged with embezzlement of over sh1b, reports Jude Etyang.

Inspector Nambwira Wilson Mafabi, 54, the MPPU paymaster and two pay officers Assistant Inspector Wilson Baryaruha and Cpl Moses Alone were jointly charged with 25 counts of embezzlement.

The accused allegedly stole the money through paying monthly salaries to non-existent (ghost) officers on the MPPU payroll at the headquarters in Naguru, Kampala.

The salaries to the ghost officers were allegedly paid from 2001 up to last month.

They denied the charges before Buganda Road magistrate Richard Mafabi and were remanded in Luzira Prisons.

They were advised to seek bail through the high court which has jurisdiction regarding bail embezzlement cases.

Prosecution alleges that the money amounting to sh1,050,110,633 was stolen in 25 monthly salary payments starting from August 2001 to last month at the MPPU headquarters.

It is alleged that in August and September 2001, the accused stole 56,084,597 from each of the months. In October 2001, they stole 52,817,033 while in November, 45,131,365 was stolen. In the December the same year, they stole 44,833,720.

In 2002 they allegedly stole money ranging between sh30m to sh40m per month.

In 2003 the accused allegedly also stole money ranging between 30m to 40m per month for 9 months.

State prosecutor Baxter Bakibinga said inquiries into the case were not yet complete.
