SIR — Kyambogo University does not have a substantive University Council yet, but the interim administration already wants to make substantive posts.

According to the Kyambogo Almanac this is the line-up: The Vice Chancellor is Prof Lutalo Bossa, his deputy is Dr Mpandey, the University Secretary is M. G. Katusabe, the Academic Registrar is Dr Cula, the bursar is D. Biganja and the librarian is Mr Kiyimba.

Apart from Dr Cula who came from Makerere and Dr Mpandey who belonged to former UPK, all the bigwigs are from former ITEK! The University Council is entirely made up of former ITEK staff and it is the same story with the Appointments Board and all the university committees!

On August 11 you published an article entitled “Kyambogo University mission a lost cause”. In that article, the writer expressed worry over the line-up of office bearers at Kyambogo University and commented that the ‘merger’ of UNISE, UPK and ITEK was not actually a merger but a takeover by ITEK.

That was a very prophetic article and the truth is being demonstrated by the turn of events today! The powers that be are not bothered about a science-based university but to continue running Kyambogo along the principles of former ITEK!

Is the Ministry of Education waiting to close the stable when the horse has already bolted? Who is in charge? why are harmful and arbitrary decisions allowed to thrive with such impunity?
