HEADTEACHERS in Masindi district have for the second time failed to account for over sh100m meant for the Universal Primary Education (UPE) in the financial year 2002/2003.

HEADTEACHERS in Masindi district have for the second time failed to account for over sh100m meant for the Universal Primary Education (UPE) in the financial year 2002/2003.

The district inspector of schools, Peter Isingoma and the district secretary for education, Kanegi Ateenyi, said the UPE accountability had not been finalised because some headteachers had not handed in their 2002/03 reports.

They were addressing headteachers from Kibanda county at Kiryandongo Primary School recently.

The meeting was meant to sensitise headteachers on the importance of accounting for UPE funds.

Isingoma said, “there is possibility that some headteachers have embezzled the UPE funds since they can not account for them.”

He warned headteachers against inflating bills in order to account for funds embezzled.

He also cautioned them against giving the wrong number of pupils in their schools in order to get more funds, saying those caught would be sacked.
