RUBAGA South MP Ken Lukyamuzi yesterday found himself isolated when colleagues on the natural resources committee accused him of betraying them.

Cyprian Musoke reports that Lukyamuzi was accused of making joint resolutions within the committee, only to surprise them with a minority statement in Parliament.

A minority statement is made by a member in plenary if he disagreed with the stand of other committee members.

The committee was meeting State Minister for Lands Baguma Isoke, over the Land (Amendment) Bill 2003, with the purpose of accommodating the President’s proposals.

President Yoweri Museveni declined to assent to the Bill, demanding the reinstatement of the minister’s power to fix the maximum and nominal ground rent payable to landlords by tenants.

He wanted it retained at sh1,000 to be revised by the minister every five years.

The committee rejected the sh1,000 rent, but allowed the minister to approve a more agreeable one, but in consultation with the district land boards.
