SOROTI district council has failed to implement its programmed activities due to the low local revenue earnings caused by the incursion of the LRA rebels in the district, the district chairman said recently.

Capt. John Emily Otekat said the district was relying on the conditional grants from the Government, which he said needed to be supplemented by revenue collections from the district.

Otekat said he recently appealed to President Yoweri Museveni to consider giving the war-ravaged district a special grant.

The district tax officer, Silver Eilor, said 18,174 out of 31,612 taxpayers assessed this financial year had not paid graduated tax due to the restlessness in the district.

He said the rebels invaded Teso in June when 58% of the graduated tax payers had not paid the tax.

“Only 13,348 people had paid the tax by June. Since then, no body in all the 14 sub-counties has paid any shilling,” he said.

Eilor said the district expected to raise sh290m from graduated tax.
