THE solicitor general has declared null and void the changes in the district council executive effected by imprisoned Mayuge LC5 chairman, Baker Ikoba Tigawalana.

THE solicitor general has declared null and void the changes in the district council executive effected by imprisoned Mayuge LC5 chairman, Baker Ikoba Tigawalana.

Tigawalana, currently on remand at Luzira Prisons over alleged murder, tried to enforce a reshuffle in the executive through a December 15, 2003 letter.

One of the personalities he had dropped is the current acting LC5 boss Ms Nalongo Ssajabi.

Tigawalana’s attempted reshuffle came just days after Ssajabi had reshuffled the Mayuge LC5 executive on December 12.

J.R. Opolot, on behalf of the solicitor general, advised that Section 14(1) and (3) of the Local Governments Act empowers the chairperson in his/her acting capacity to reshuffle the cabinet if he/she finds good reason to do so.

“In the meantime, while the chairperson is still on remand on criminal allegations, the vice-chairperson, properly and legally elected by district council should continue to manage the council,” the solicitor general’s letter of December 18, said.

He said Tigawalana’s letter from prison to the acting chairperson of the district is null and void and therefore of no consequence to the council and must be ignored.
