The UPDF High Command has allowed Lt. Gen. Yoweri Museveni to retire from the armed forces.

Museveni announced yesterday in Kabale he had applied for retirement and his application was granted.

“I want to retire from the army in order to participate in party politics.

My contribution to the army has been achieved. I now feel the new struggle is to participate in party politics.

“But since the law does not allow me to join active politics while I remain in the army, I want to retire from the UPDF and join the new struggle,” Museveni said.

He was giving a speech at the wedding of Sharon and Humphrey Nzeeyi in Kabale.

The Uganda People’s Defence Forces Bill 2003, now before Parliament, seeks, among other things, to bar serving officers and men from participating in politics.

The Political Parties and Organisations Act also bars serving officers from participating in partisan politics.

Museveni has not been able to take up a position in the newly-registered National Resistance Movement Organisation because he is still a serving officer.

Museveni founded the National Resistance Army as a guerrilla force. The NRA changed name to the Uganda People’s Defence Forces with the 1995 Constitution.

Parliament is expected to pass the UPDF Bill 2003 into law this month.

Army spokesman Shaban Bantariza recently said when the Bill becomes law, all soldiers including those serving in local councils and Parliament, must leave politics.
