THE implementation of the sh1.1 trillion Peace, Recovery and Development Plan (PRDP) for northern Uganda will effectively start next financial year — July 2009, Minister of state in-charge of Northern Uganda Rehabilitation, David Wakikona has said.

He said the programme slated to have started in July 2008 delayed.

“PRDP is not a project but a comprehensive framework, which integrates and harmonises all initiatives committed to the rehabilitation and development of the North and North Eastern Uganda.

These initiatives are being spearheaded and implemented by relevant sector ministries, departments and agencies,” the minister explained.

The minister said each year $202m (about sh396b) will be provided under the plan and the Government is committed to providing 30% of the total amount (about 120b). The development partners pledged to cover the balance of 70% per year.

He added: “Between now and July 2009, funds provided by both the Government and development partners will be prioritised to support activities in the PRDP districts.”

Wakikona said the period will also be used by Sector Line Ministries and Districts to develop work and procurement plans, which should be submitted to the Permanent Secretary, Office of the Prime Minister and Secretary to the Treasury by March 30.
