EDITOR—On January 20, you published a letter entitled “Has UHRC wound up?”. The Uganda Human Rights Commission would like to inform the public that whereas it is true that the term of office of the chairperson and six other commissioners expired on November 21 2008, the UHRC’s operations have not been affected.

The Commission continues to receive and investigate complaints of human rights violations and inspect places of detention.
It continues to educate and sensitise the public to defend the constitution through workshops and radio programmes; and monitor government’s compliance with international instruments, among its many other functions.

However, the UHRC cannot hold Tribunal hearings because they can only be conducted and presided over by commissioners. This is provided for under the Constitution of the Republic of Uganda, 1995. The hearings will resume as soon as new commissioners are appointed.
