FACE Technologies is stuck with over 40,000 driving permits valued at sh200m.

Nathan Tumushabe, the transport ministry project coordinator, said some of the unprocessed permits had expired, adding that they had already been cleared by Uganda Revenue Authority (URA).

“Drivers are reluctant to bring their pictures for scanning to be issued with the computerised permits,” Tumushabe explained.

Face Technologies, a South African-based firm, was contracted by the Government to issue computerised driving permits in 2006.

It has six centres countrywide.

The ordinary driving permits, being used along side the computerised ones, are to be phased out by August .

Patrick Sanya, the transport ministry commissioner for regulations, said it was against the Traffic and Road Safety Act for one to drive a vehicle without a permit.

He urged the public to observe traffic laws, saying this would bring sanity on the roads and reduce traffic accidents, which had claimed the lives of thousands of road users.

An unspecified number of motorists hold fake driving permits. Unqualified drivers and indiscipline have been cited as the leading cause of road accidents.
