THE High Court has halted the execution of all debts against Patrick Kasulu, the former proprietor of Property Masters, a real estate company.

Justice Paul Mugamba on Monday directed that all execution be stayed until the bankruptcy petition filed by Kasulu was heard.

“I have heard the submission to stay further execution of debts. It is proper, therefore, that all execution be stayed pending hearing of the main petition,” Mugamba ruled.

Mugamba, however, refused to release Kasulu on bail, saying there were no justifiable grounds.
The judge said the petition would be heard in a month’s time.

Kasulu is in Luzira civil prison for failure to pay sh28.6m he owes James Nkangabwa, a city businessman.

He reportedly received the money in 2003 from Nkangabwa on the grounds that he would sell a piece of land for him.

The High Court land division registrar, John Keitirima, who committed Kasulu on Febraury 19, ordered that Kasulu stays on remand for six months until the debt is paid.

Kasulu is seeking to be declared bankrupt, saying he can no longer pay his debts.

Kasulu still owes 300 people sh3b, which he argues that he cannot pay because his business collapsed while he was in prison. Kasulu was arrested in 2005 after several people complained that he defrauded them.
