Awori back in Parliament, tables three Bills

THE information, communications and technology (ICT) minister on Wednesday took oath as an ex-officio MP amidst cheers from NRM MPs.

Aggrey Awori then tabled three Bills; the computer misuse Bill, electronic transaction Bill and the electronic signatures Bill.

Awori, the former Samia Bugwe North MP, used to be an outspoken member of the Uganda People’s Congress party. He crossed over to the ruling National Resistance Movement (NRM).

Alice Alaso (FDC) welcomed the new minister on behalf of the opposition parties and urged him to use his ministry to check electoral malpractice.

“We hope you will continue with your resourceful contribution in the democratisation of this country. We want a free and fair election, not a situation where elections are won in the tally centre using ICT facilities,” she cautioned.

The computer misuse Bill seeks to ensure the safety and security of electronic transactions and information systems.

The electronic transactions Bill aims at ensuring the security, facilitation and regulation of electronic communications and encouraging the use of e-Government services.

The electronic signatures Bill on the other hand seeks to criminalise unauthorised access and modification of electronic signatures.

Electronic fraud will be punishable by imprisonment of up to seven years and, or a fine not exceeding sh3.3m.
