Kayihura appoints probe into alleged sexual abuse

The Inspector General of Police, Maj. Gen. Kale Kayihura, has directed a special committee to investigate allegations of abuse of female Police officers by senior male colleagues.

The Inspector General of Police, Maj. Gen. Kale Kayihura, has directed a special committee to investigate allegations of abuse of female Police officers by senior male colleagues.

The committee, which begins its work immediately, is headed by the only female director, Jessica Orodriyo, the acting director of research, planning and development.

The committee is today scheduled to design investigations modalities at the Police headquarters in Kampala, the spokesperson, Judith Nabakooba, said yesterday.

Orodriyo has also been mandated to establish a desk to handle complaints.

“Some complaints may be genuine and others not. We need to get to the bottom of the matter and document the findings,” Nabakooba said.

She explained that the committee would decide on which cases it would handle.

“Cases that will turn out to be of a criminal nature will be handled by the criminal investigations directorate and those that concern standards will be referred to the Police Standardisation Unit,” Nabakooba said.

While meeting the inspector general on Friday, women officers from the Kampala metropolitan area that covers Kampala, Wakiso and Mpigi districts, talked of injustices meted out by senior male colleagues.

Most of the abuses, they said, originated from failed sexual advances. About 45 women poured out their grievances. They said the bosses asked for sex in order to be deployed in “a juicy” post or promoted.

Some said they had been denied promotions for rejecting sexual advances, with some serving at the same rank for over 27 years,

The meeting was emotionally charged, with some officers sobbing as their colleagues narrated their ordeals.
