THE Electoral Commission (EC) is to tighten the voter registration exercise and identification to smoothen the voting process.

The EC has, therefore, called for bids for supply, installation and commissioning of a voter registration and biometric identification system as one of the measures.

Biometrics are automated methods of recognising a person based on a physiological or behavioural characteristic, according to the Biometrics Consortium website. The science helps in measuring a person’s face, fingerprints, handwriting and voice.

There have been accusations and counter-accusations in past elections with contestants attacking each other over election fraud. Some were saying non-registered people were smuggled into the country to vote.

The past two presidential elections have been resolved in the Supreme Court.

The EC hopes to use the new system in the coming general elections in 2011.

Biometric technologies are becoming the foundation of an extensive array of highly secure identification and personal verification solutions,” the site said.
“As the level of security breaches and transaction fraud increases, the need for highly secure identification and personal verification technologies is becoming apparent.

Biometric-based solutions are able to provide for confidential financial transactions and personal data privacy.”
The website explains that the need for biometrics can be found in all types of governments, in the military, and in commercial applications.
The Biometric Consortium serves as a focal point for research, development, testing, evaluation, and application of biometric-based personal identification/verification technology.
