10 districts to miss recovery funds

TEN out of the 40 districts under the Peace, Recovery and Development Plan will be excluded from the plan unless they submit their work plans by today.

The Prime Minister’s office warned that Abim, Amolatar, Apac, Bududa, Bukedea, Butaleja, Kaabong, Kaberamaido, Manafwa and Moyo would miss out on the sh100b budget for this financial year.

The fate of Adjumani, Busia, Masindi and Nyadri is in balance because they submitted substandard work plans, the Permanent secretary, Pius Bigirimana, disclosed.

He was speaking at the first programme monitoring committee meeting held at Hotel Africana yesterday.

Bigirimana said Amuria, Amuru, Arua, Budaka, Bukwo, Bulisa, Dokolo, Gulu, Kapchorwa, Katakwi, Kitgum, Koboko, districts submitted proper plans.

Others are Kumi, Kotido, Lira, Mbale, Moroto, Nakapiripirit, Nebbi, Oyam, Pader, Pallisa, Sironko, Soroti, Tororo and Yumbe. Bigirimana warned implementers against stealing the funds.

The implementation of the sh1.1 trillion three-year plan begins in the next financial year, which starts tomorrow.

The Prime Minister, Prof. Apolo Nsibambi, said the Government had secured a $100m loan from the World Bank to implement the second phase of the Northern Uganda Social Action Fund.

Nsibambi disclosed that the European Union had signed a euro 20m agreement with the Government to support development activities in the north.

He said the Government also developed the Karamoja Integrated Disarmament and Development worth sh445b, to stabilise the area.
The meeting was attended by ministers, MPs, ambassadors and high commissioners, district chairpersons and representatives from NGOs.

The development partners, in a speech delivered by the UN resident and humanitarian coordinator, Theophane Nikyema, urged the Government to share all information on the allocation of additional resources and on monitoring and evaluation of project activities with all stakeholders.
