Should we drive without permits?

EDITOR—Recently, it was reported in the New Vision that Face Technologies is heavily indebted to the Uganda Revenue Authority (URA). Face Technologies is the company which issues driving permits. The unpaid taxes are needed by the Government for effective delivery of public services.
However, our dilemma is that to-date nothing has been said about the alternative way of having driving permits renewed. This means the following:
Most innocent people will soon be harassed by police for driving without valid driving permits. Who shall we blame—the police, URA, Face Technologies, the driver or the President?
URA continues to lose revenue that would have been collected out of the exercise. URA, as an established body has recently focused on customer services and should not take too much time without coming up with a viable solution. What is the fate of drivers whose driving permits are about to expire?
