The Government has invested heavily in education this financial year.

However, the utilisation of the resources as allocated remains the responsibility of the education ministry.

The Education Act 2008 provides a solid framework through which the ministry is expected to operate.

The 2009/2010 national budget focuses on the improvement of education quality through provision of instruction materials and improvement of school inspection.

This objective might remain a far dream unless there are concrete control measures for implementation.

Failure of the ministry to issue implementation guidelines in time might be a sign of tough times ahead. Such delay provides solid ground for skeptics to doubt the ministry’s capacity to implement the Act.

Without guidelines, the progress made towards decentralisation of education might tumble down.

Lack of an operational Act also renders parents and children vulnerable to exploitation by service providers.

As focus shifts from high enrolment to high quality education, the ministry needs to be more vigilant on anything that might impede the delivery of education.

Waiting for a year after an Act is passed to issue implementation guidelines is a sign of laxity. The responsible officials should be held accountable.
