Four charged over sh2b Police ghosts fraud

A SENIOR official in the finance ministry and three Police officers were yesterday charged with causing financial loss of sh2.1b to the Government.
Ashe Kawooya, a principal analyst with the ministry, and the officers attached to the Police headquarters, are accused of creating duplicate names and multiple computer numbers on the Police payroll that led to the loss.
The officers were identified as Dennis Twinamatsiko, a Superintendent of Police attached to the force’s finance department, Alfred Okello and Dennis Nyangweso.
The accused allegedly committed the offences between February and July this year.
Emmy Sayekwo, the Buganda Road Court Grade One Magistrate, remanded the accused to Luzira prison after they denied the charges.
Sayekwo also informed the accused that his court had no powers to grant them bail and advised them to seek bail in the High Court.
The magistrate also issued criminal summons for the under-secretary in the internal affairs ministry in charge of the Police, Winnie Kabogoza Musoke, and two other suspects who were not produced in court yesterday.
Kabogoza is wanted in connection with causing financial loss of over sh1b in addition to being an accomplice in the sh2.1b loss for which she is jointly charged with the other suspects.
Kabogoza, 58, is a resident of Kiwafu Estates in Kansanga, Makindye division in Kampala.
The other suspects wanted by court are Primo Nyokatre, the assistant commissioner in-charge of personnel management at the Police headquarters and Harriet Kyomugisha, the principal personnel officer also attached to the Police headquarters.
Nyokatre, 49, is a resident of Naguru, East African Flats, while Kyomugisha, 34, is a resident of Mukalazi Zone in Bukoto, Nakawa division.
The prosecutor, Lillian Omara, said the accused created duplicate names and multiple computer numbers for Special Police Constables and Police officers, which led to multiple salary payments amounting to sh2.1b.
Twinamatsiko and Nyangweso were separately charged with neglect of duty. The two failed to ensure that the right employees were the ones appearing on the Police payroll, according to the prosecution.
They were also accused of failing to ensure proper reconciliation of the Police payroll and the salary releases.
