THE Forum for Democratic Change (FDC) leader, Dr. Kizza Besigye, has attributed the current rift between Mengo and the Banyala in Kayunga, to a deliberate mission by President Yoweri Museveni to divide and weaken all institutions in the country.

Speaking during the party’s weekly press briefing, Besigye said “This matter will cause a constitutional crisis. The Constitution clearly defines the boundaries of Buganda but there is an attempt by government to change the boundaries. This is evident in the case of Nakasongola and Kayunga.”

The Police on Sunday sealed off Kayunga district headquarters, the venue for the planned function of the Kabaka’s visit.

The Mengo agents, who were building stalls, were ordered to stop. Press reports also indicate that the Government, through the information minister, Kirunda Kivejinja, has warned the Kabaka against the trip.

Besigye argued that the Kabaka has a constitutional right to go to any part of Buganda and Uganda without seeking permission from the Police or the central Government. He also accused Museveni of causing divisions in Busoga, Bunyoro and in Parliament with the intention of remaining at the centre of power.

Besigye called upon the Baganda and other kingdoms, where the President is said to be causing divisons, to rise up in resistence.

He blamed the Police for giving what he called baseless excuses and advised those opposed to the Kabaka’s visit to remain in their houses and those interested in welcoming him to be granted their wish.

The Kabaka is supposed to preside over the Buganda youth day festivals in Kayunga. However, the Government has asked him to reach a consensus with Banyala leaders, who claim Kayunga is not part of Buganda.

The FDC vice-president, Salaam Musumba, said the NRM government uses a systematic tactic of divide-and-rule to cling on to power.

“He has interest in the resources in Kayunga, Nakasongola, Bunyoro, and Busoga. This explains the cause for his interference in the affairs of these areas,” she said.

Musumba, who hails from Busoga, said the only solution to the current problem of the Kyabazinga (kingship) is for the Government to get out of the affairs of the Busoga kingdom.

“A king has been imposed on us yet we have a traditional method through which the 11 chiefs come up with a king,” she noted.

She also announced that the suspension of Rubaga North MP Beti Olive Kamya had ended.

“We welcome Beti Kamya back to the fold of the FDC party. Please, pass on our invitation to her in case she has forgotten the expiry date of her suspension,” Musumba said.
