THE Law Development Centre (LDC) has reshuffled its administrative staff to address various challenges, such as the high rate of examination failures.

THE Law Development Centre (LDC) has reshuffled its administrative staff to address various challenges, such as the high rate of examination failures.

LDC is the only institution in Uganda that admits graduate lawyers to obtain diplomas in legal practice. A Lawyer cannot practise as an advocate without acquiring the diploma.

The reshuffle, which was announced last month, also aims at boosting the academic quality, according to the centre’s deputy director and public relations officer, Percy Night Tuhaise.

In the changes, Steven Mubiru, who has been head of subject for criminal proceedings and has been, becomes the head of the department of research, law reform and publications, replacing Florence Nakachwa.

Expedit Kkaaya will replace James Muwawu as head of the department of postgraduate legal studies (Bar Course), while Didas Mufasha Bakunzi is to take over from Peter Nkurunziza as head of the department of law reporting.
Changes were also made in the departments of continuing legal education and legal aid and nonacademic units like internal audit, library, procurement and disposal.

Muwawu who was deputy head of the bar course has been acting head since the departure of long-serving James Nangwala who has since retired.

In the past, many candidates failed the examinations, prompting an investigation which was chaired by Francis Lubanga, the permanent secretary of the education ministry.

Tuhaise was optimistic the new appointments would addresss the challenges. A cross section of the staff has expressed reservations about some appointees.
