Prof Augustus Nuwagaba’s research findings have established that poor pay for civil servants is greatly contributing to the rising corruption levels in the country. Presenting a paper on Wednesday at a function to mark the International Corruption Day at Serena Hotel in Kampala, Nuwagaba said civil servants resort to corruption as a way of survival.

“Their pay is just not worth the amount of work they do. It does not match the current cost of living, and this has swept a number of them into corruption,” he said. In my view, MPS are the most corrupt public servants and yet they are the best paid in this country!

URA with highly paid staff is also not clean. The judiciary is another arm of Government ranked among the most corrupt and yet they are fairly paid in this country. Look at the current CHOGM probe. The people who messed up with CHOGM funds are among the best paid citizens in the country.

The people who stole the Gavi and Global Fund money are the richest in this country! How then did Nuwagaba reach his conclusion? I only agree with him that the ‘get-rich-quickly’ mentality is the major cause of corruption although it is not limited to the youth as Nuwagaba claims.
